They can participate actively by creating profiles and interacting with other virtual citizens, they can read blogs and comment on topics, they can post photos, videos and other forms of multimedia content and they can join forums and discussion groups in virtual communities.

It means that being a digital citizen is not necessarily about active participation in the online community.
